The labour deal introduced an obligation for certain employers to draw up a training plan. An individual training right was also created.

To manage this individual training right, every private employer will soon have to register all training related to the employment relationship in a registration tool, the Federal Learning Account (FLA).

This will ensure employees have an overview of their individual training rights.

An extensive discussion about the FLA can be found here.

Date of entry into force and possible postponement

Although 1 April 2024 is the official date of entry into force, there are rumours about a possible postponement. Various employer organisations are questioning the practical feasibility and the extra administrative burden that the FLA entails, among other things.  They are also pointing out that there are currently many unanswered questions and uncertainties.

We do not have an official confirmation about a postponement at this time.

Practical advice

Although there are still certain uncertainties, we recommend you keep track of the training courses completed by your employees (name, date, training body, formal/informal training, etc.). This will contribute to smooth and efficient future registration in the FLA tool.

We will monitor the FLA file for you and keep you informed about how you can meet your obligations as an employer.
