Flemish measures: changes in 2023

The Flemish Government is planning a number of new measures that will come into force in the new year. This is a brief preview of the planned changes.

The following measures will come into force in the course of 2023:

Individual customisation

In order to lower barriers to employment for persons with disabilities and ensure the appropriate support and conditions to enable them to do their work, the government will be offering employers and the self-employed a financial incentive (salary premium or support premium) and/or coaching premium in compensation for the additional costs associated with such employment.

The VOP (Flemish support premium), SINE (social integration economy) and LDE (local services economy) measures and departments for customised integration will be abolished and incorporated into the individual customisation programme.

Applications for the salary premium or coaching premium may be submitted to the Department of Work and Social Economy as from 1 July 2023.

Qualifying work-based learning and apprenticeship premiums

There will be a qualifying work-based learning premium for companies (employers and the self-employed). This premium encourages companies to provide a high-quality work-based learning experience with a strong on-the-job component within the context of qualifying training.

There will also be an apprenticeship premium for work-linked training. This premium aims to encourage apprentices to successfully complete their work-linked training with a strong on-the-job component.

Finally, this decree will abolish existing incentives relating to work-based learning, more specifically the start and internship bonuses, mentoring discount and target group reductions for students in work-linked training programmes and for young people working part-time and receiving part-time vocational training.

The implementation is scheduled to begin on 1 September 2023.

Target group reduction for persons without recent, sustained work experience

New target group reduction as from 1 October 2023 for persons without recent, sustained work experience

Conditions:

  • Registration with VDAB as non-working job-seeker on the day before entering employment
  • Between 25 and 58 years of age on the last day of the quarter
  • Registration with VDAB as non-working job-seeker for at least two years (! equivalences, no interruptions exceeding 3 months), creation of file on Mijn Loopbaan.
  • Salary limit of EUR 10,000 quarterly reference salary
  • Employee works in business unit in the Flemish Region

G1 (EUR 1,000 per quarter) reduction for first quarter of employment + 3 subsequent quarters

*When adapting the age limit to qualify for the target group reduction for existing employees, certain employees will already have reached this age and their employer may already be applying the higher target group reduction amount. Thanks to these transitional measures, such employees and their employers may continue to benefit from the higher amount.
