A draft sector agreement for JC 124 (building sector)

The sectoral partners of JC 124 have concluded a sectoral agreement for the period 2023-2024. This agreement must be fully consistent with the RD of 13 May 2023 that sets the wage standard for the 2023 and 2024 period (0%).

The agreement will be in force from 1 January 2023 until 31 December 2024, unless otherwise specified. Below, you will find a brief overview of the main subjects of the sectoral agreement. A detailed analysis will be included in our sector information.

Purchasing power bonus

A purchasing power bonus will be awarded to workers in the companies that made high profits or exceptionally high profits in 2022.

  • Profit in 2022 = operating profit in the fiscal year 2022 (code 9901 on the financial statements) at the technical business unit (TBU) level
  • High profit in 2022 = profit in 2022 exceeds 1.15 times the average profit in the 3 previous completed fiscal years.
  • Exceptionally high profit in 2022 = profit in 2022 exceeds 1.5 times the average profit in the 3 previous completed fiscal years.
  • Please note: For these terms, only the fiscal years with profit will be taken into account for averaging purposes.

The amount of the purchasing power bonus is:

  • 250€ if the profit in 2022 exceeds at least 1.15 x the average profit in the 3 previous completed fiscal years;
  • 500€ if the profit in 2022 exceeds at least 1.25 x the average profit in the 3 previous completed fiscal years.
  • 750€ for the companies that made exceptionally high profits in 2022.

The sum of the bonuses to be paid may only amount to a maximum of 15% of profits in 2022. If the sum of the bonus would exceed this percentage, the individual bonus will be reduced pro rata.

The purchasing power bonus will be awarded in December 2023 to workers employed at that time. The award is pro-rated to the actual days/hours worked in 2022. The bonus is awarded on paper or electronically.

The purchasing power bonus already awarded by the company will be offset against the sectoral purchasing power bonus.

Eco vouchers

The amount of eco vouchers or equivalent benefit will be increased to 115 € per year for the reference period 1 April 2023 to 31 March 2024.

Mobility

  • Adjustment of the km limit for the mobility day as of 2023: 30,000 km;
  • Adjustment of the mobility allowance driver driving alone from 1 September 2023: 0.035€/km;
  • Adjustment of the bicycle allowance in accordance with collective labour agreement No. 164 effective as of 1 September 2023.

RCC/SWT (unemployment with company supplement)

Extension in implementation of the collective labour agreements of the National Labour Council of the sectoral schemes of RCC/SWT until 30.06.2025:

  • general scheme from the age of 62;
  • the special schemes from the age of 60 (long career and "unfit for work");
  • schemes from the age of 58 with 35 years of professional career for workers with serious physical problems;
  • exemption from adjusted availability.

Time credit and partial early retirement

  • extension of time credit partial early retirement until 30.06.2025;
  • time credit with motive: 36 months (training) or 51 months (care).

Subsistence-security

  • extension of subsistence-security systems;
  • adjustment amounts (fatal) occupational accidents as of 01.07.2023.

Training

  • extension of existing collective labour agreements training until 31.12.2024;
  • growth path for individual training rights (companies with at least 20 workers): by 2023-2025: 2.5 days, as of 01.01.2026: 3 days. Systemic increase to 5 days by 2030.

Various

  • additional day of seniority leave after 30 years;
  • sectoral job coaches to reduce workload and strenuousness of professions;
  • abolition of specific student pay scale from 1 July 2023 (henceforth hourly pay cat. I);
  • student work on Saturdays becomes possible for all students;
  • extension of sectoral outplacement scheme until 30.06.2025;
  • extension of sectoral outplacement intervention for notice of 30 weeks or more.
