There is a draft agreement 2019-2020 in Joint Subcommittee 149.01 (for electricians: installation and distribution)

On 21 June 2019, the social partners of Joint Subcommittee 149.01 for electricians: installation and distribution, concluded a draft 2019-2020 agreement. As stipulated in the Royal Decree of 24 April 2019 implementing Article 7 § 1 of the Act of 26 July 1996 on the promotion of employment and the preventative safeguarding of competitiveness, this agreement complies with the maximum negotiating envelope of 1.1% in 2019 and 2020.

Provisions with an impact on wages

Purchasing power

On 1 July 2019, increase by 1,1 % of:

  • the scale wages;
  • the actual wages, except for companies that have opted for an alternative arrangement before 30 September 2019.

Year-end bonus

For the 467 companies, as from 1 July 2019, the pro rata year-end bonus is also granted to employees with 5 years' service in the company in the event of voluntary departure.

467 companies = companies affiliated to the Federation of Electronics and Electricity (FEE) or the Professional Association for Radio and Tele Distribution (RTD).

Home-to-work travel

As from 1 July 2019:

  • travelling costs by public transport will be fully reimbursed;
  • the employers' contribution to the costs of private transport will increase by 5%;
  • the bicycle allowance will increase to € 0.24/km.

Mobility

As soon as a Royal Decree allows the increase, the mobility allowances will increase:

  • the allowance for drivers with passengers increases to € 0.1569/km;
  • the passenger allowance increases to € 0.1384/km;
  • a new category of driver without passengers is introduced with a mobility allowance of € 0.1453/km.

As from 1 July 2019, one extra day of paid holidays (= mobility leave) will be granted to manual workers who travel more than 43,000 km a year.

Feasible work

Soft end-of-career jobs

As from 1 July 2019, the soft end-of-career job system will be introduced, with the granting of an additional allowance of up to € 160.

Career interview

As from 1 July 2019, employees are entitled to a career interview and a contribution of up to € 80 in the costs of career counselling.

Short leave in the event of decease

As from 1 July 2019, the employee is entitled to 4 days of short leave in the event of decease of a resident family member of the 1st degree, to be taken up until 30 days after the decease.

Social Security Fund

Indexation

On 1 July 2019, all additional allowances will be indexed by 4,13 %.

Childcare contribution

From 1 January 2019 until 31 December 2020, childcare costs of up to € 300 per year per child will be reimbursed.

Scheme of unemployment with corporate allowance (SWT/RCC)

Maximum extension of all SWT/RCC systems until 30 June 2021.

Wind-down time jobs and time credit

Employees with a long career or strenuous profession are entitled to:

  • a 1/5 wind-down time job with benefits as from the age of 55;
  • a half-time wind-down time job with benefits as from the age of 57.

Labour organisation

As from 1 July 2019 until 30 June 2021, the number of voluntary overtime hours that are not taken into account for the internal limit will increase from 25 hours to 60 hours.

The number of voluntary overtime hours increases from 120 hours to a maximum of 180 hours, provided that the company has a collective labour agreement or an opt-in agreement.

Participation and consultation

As from 1 July 2019, the trade union delegation must be notified in advance in the event of subcontracting.
