Coronavirus Walloon Region: npa, ask for your premium

At the end of 2020, the Walloon Government introduced a specific aid for non-profit associations in sectors that had to close down on 19 October or 2 November 2020. Other sectors did not have to close, but were still heavily impacted financially.

This aid is now accessible to you via the online platform of the Walloon Region. You must request it before 23 March 2021.

Are you entitled to this aid?

You must:

  • Bb referred to in Book 9 of the Companies and Associations Code;
  • Be subject to VAT;
  • Employ at least 1 person under an employment contract and employ less than 250 persons (in FTE);
  • Carry out an economic activity, i.e. an activity consisting of offering goods or services on a given market;
  • Have a social purpose of an economic nature;
  • Have a public funding which does not exceed 50% outside the employment aid on the basis of the approved 2019 accounts;
  • Not have benefited from COVID aid granted by another region in the context of the Covid 19 crisis for an amount equal to or greater than the minimum intervention amount.

What is the amount of the aid?

The amount of your aid depends on your sector of activity (based on your NACE code) and the number of employee (expressed in full-time equivalents).

This number corresponds to the average number of employees in 2019 employed under an employment contract in all the operating offices of your npa corresponding to the number of work units (WU), calculated on the basis of your DmfA declarations for 2019.

Npa carrying out an economic activity in sectors affected by the crisis

You must:

  • have an establishment unit in the Walloon Region before 1 July 2020;
  • justify on the basis of your VAT return that your turnover relating to commercial activities in the 3rd quarter of 2020 is less than or equal to 40% of the turnover of the 3rd quarter of 2019;
  • arry out an activity falling under one of the following NACE codes:

The financial aid is calculated at 30% of the turnover for your commercial activities carried out during the 3rd quarter of 2019 or the 4th quarter of 2019, based on the VAT return of the 3rd quarter (or failing that, the 4th).

If your commercial activity is usually carried out in the 4th quarter due to a seasonal activity - i.e. your npa is subject to variations in turnover linked to the period of the year during which it is carried out - the turnover is calculated on the basis of the VAT return of the 4th quarter of 2020 compared to the turnover for the 4th quarter of 2019.

The size of your npa determines the maximum amount of your aid:

If your non-profit association was created between 1 July 2019 and 30 June 2020, your premium will be a lump sum of €3,000 but may be replaced by the above amount if it is more advantageous to you.

What must you do?

You must complete the application form on the website www.indemnitecovid.wallonie.be. It is available since 23 February 2021.

You must complete it before 23 March 2021.
