Brussels Capital Region: apply for a work card before 31 January

Since 1 October 2017, Actiris no longer issues work cards as a result of the regionalisation of the employment aid and the new Brussels measures.
However, there is an exception to this principle.

Principle

If you employ a young employee who has not yet reached the age of 19 years before the end of the calendar year in which he entered into service, you must not be in the possession of a work card to be entitled to a reduction in the employer social security contributions for his employment (federal target group reduction for young employees).

On the other hand, if the same young employee turns 19 in 2018 and remains employed by you, you must obtain a work card before 31 January 2018 if you want to continue to benefit from federal social security reductions for young employees.

As Actiris no longer issues work cards since 1 October 2017, in principle, you should no longer qualify for this reduction from 1 January of the year the young employee turns 19 (1 January 2018 in this case).

Exception

Actiris makes an exception to this principle if you are in the above case: before 31 January 2018, the young employee can apply at Actiris for a work card using the old application form (see below). The young employee can only do so if he turns 19 in 2018 and if you have employed him under a first job agreement since a date before 1 October 2017.

The last box of the 2nd heading must be ticked on the application form: "I was hired under a first job agreement before 1 January of the year in which I turned 19 and I apply for a work card for the continuation of my employment contract. + I add a certificate.”

Please do not forget to mention the date of hiring before 1 October 2017 and to add a copy of the first job agreement as proof.

Note: The French-speaking Walloon Region does not make any exceptions to the principle. Since the Forem no longer issues work cards since 1 July 2017, the reduction for young employees ends on 1 January of the year in which the young employee turns 19 in the case referred to in this Infoflash.
