The obligation to conduct adequate training efforts has been suspended for 2015 and 2016.

Reminder

It was agreed in the Generation Pact that global training initiatives would amount to 1.9% of the wage bill.

The produced social balance sheets are the basis of the annual assessment of the training efforts.

Employers in industries providing insufficient efforts (= lack of a consistent collective agreement concerning additional training efforts) are liable to pay an additional contribution of 0.05 % to finance efforts in favour of individuals belonging to at-risk groups.

Suspension of the obligation

The Employment Promotion Act of 23 April 2015, which entered into force on 27 April 2015, provides in part that:

  • the obligation of the industries to enter into collective agreements on additional training efforts is suspended for 2015 and 2016;
  • the additional employer's contribution will not be collected for the years 2012 to 2016;
  • the percentage of training efforts achieved in the period of 2013-2014 shall remain at the same level for 2015 and 2016 (additional efforts are therefore not imposed).

Warning! Employers must continue to record their training efforts in the social balance sheets.
