The Belgian authorities provide a certificate proving the need to cross the border for cross-border workers living in France.
Movements across the French territory have been prohibited since 17 March at noon for a minimum of 15 days, except in certain cases and only if the person carries a certificate. For example, movements between the place of residence and the place of work are permitted (if teleworking is not possible), as well as business trips that cannot be postponed.
The French authorities provide two certificates for this purpose:
Violations of these rules will be punished with a fine of € 135.
The Belgian authorities provide a certificate proving the need to cross the border for cross-border workers residing in France.
This certificate enables the employer to certify the employment relationship with the employee. It thus serves as proof of the need for a cross-border worker residing in France to cross the border in the context of the COVID19 situation.
We therefore strongly advise employers who employ French cross-border workers in Belgium to provide both the French certificate from the employer and the Belgian certificate to their French cross-border workers.
